Wiki IUD Removal with E&M for OCP

I have a provider that would like to charge for IUD Removal with a separate E&M 99212+25 because she also counseled and prescribed oral contraceptives.

Does anyone know if there are guidelines for this? The contraceptive counseling is a direct result of removing the IUD and the physical exam portion was just the vitals and GU exam for IUD removal. I don't think it meets the minimum requirements as a significant and separate E&M, but I'd like a second opinion.
