Wiki Kenalog Injection - Scar, post mohs surgery during 90 day global period.

We have a patient who had mohs in Feb 2019 with an adjacent tissue transfer which has a 90 day global.
Patient returned in March 2019 and received a kenalog injection to scar related to this procedure during global.
Would you bill injection with modifier (58?, 79?).
Provider feels it should be included in global surgical package.

Thoughts?
