L3020 and UHC Max Units

Does anyone know why in 2014 UHC changed their max units for L3020 to 1 unit per day? I'm having trouble getting the second unit to pay because of their edits, but the doc always bills two.

I have some additional info: UHC says that L3020 is not considered a bilateral procedure code, which would use LT/RT or 50. The rep told me that another modifier can be used. Any ideas? Thanks!
