I am having a disagreement with a co-worker. I see the following statement as the patient was referred to the hand surgeon to decide whether or not to get surgery. There was no actual decision made on the surgery itself so I don't see it has Moderate. Please help.

14:17. d/w radiologist. we agree that this looks like a metal FB but is not c/w a needle. will refer pt to hand for poss removal of the FB if he decides to do that. with no signs of infection, it would be an elective procedure..
