Wiki Lip repair CPT 40527 and 40530???

I have a plastic surgeon that coded both 40530 & 40527. CPT 40530 was denied as bundled, but not bundled in NCCI. Can both codes be billed if 40530 was on upper lip and 40527 on lower lip? would Modifier 59 be appropriate? Where can I find direction, I did look in NCCI but didn't find an answer.
