looking for a code for removal of deep chromic suture of the ankle --27610

Doc did and incision and debridement of left ankle, removal of deep chromic suture with closure over drain.
I am looking at 27610 - another coder is saying 28192 - but this is of the foot, I don't agree.
op note also adds: chromic was floating, also had abundant scar tissue - area scrapped and debrided, small area of
the skin was cut and sewn approx 4 mm
do you agree, thanks for the help
