manipulation of shoulder under local anesthsia

I work for Pain Management that deals only with No fault Insurance and the provider did a manipulation on the shoulder under local anesthesia. The code I found is 23700. Can you use this in a office? Any help or resources please, I am unsure how to research this.
 
I would say no as the codes states under anesthesia which means general and possibly MAC, local is not appropriate.
you may have to use the 23929 unlisted code as long as this was not for dislocation.
