When determining MDM Under "Diagnosis Management" are diagnosis consider new problems with/with additional work-up for ED physicians?
 
I think he is asking question based on audit tool .

According to the audit tool New problem ( to the examining MD ) no additional work up planned = 3 points .

If the patient having multiple presenting complaint and have no additional work up done , we can consider it as moderate complexity.
