when a patient is SLMB or QI are they responsible for for the balance? I've attached what documentation I have but this is 25 years old and I wasn't sure if anything has changed.

That's correct. Both plans only pay for the Part B premiums. They don't have Medicaid coverage, just assistance covering the Part B premium only.
