icd-9 v24.0

I was just informed by another medical coder that she bills v24.0 in addition to the appropriate icd_9 for the delivery, with a delivery only cpt code. Can an additional cpt code be billed out if the provider see's patient while still admitted in the hospital. Help :confused:
