Wiki Medicare allowable amount is greater than Medi-Cal

I have been informed that when Medicare pays and sends Medicare Co-insurance to Medi-cal, once Medi-cal Denies the claim as Co-45 we adjust it off because "Medicare Allowable is greater than Medi-cal Allowed amount" but in some cases I don"t always sees Medi-cal being smaller than Medicare allowed amount can someone explain this to me.
