does a new patient visit for a medicare patient HAVE to have a referring physician or can the rendering be the same and referring?

I can only assume that the new patient is seeing a MD and/or DO within your practice.....if so then the rending and referring would be the same. However if the new patient were to see a PA within your practice then the referring would be a DO or MD.
