I wanted to inquire to see if anyone has information on billing patient's a fee who have Medicare insurance in the following situation.

A patient is seen for imaging (MRI, CT etc...) and doesn't provide priors for comparison. The referring calls days to weeks later stating the patient did have priors and wants to send them over for a second read with comparison. If the patient signs off stating no priors and if provided at a later date they will be charged for a second read at the time of service is the patient allowed to be billed for the second read?

Please provide your thoughts or any insight.
