Wiki Medicare portal for additional users

We use Novitasphere as our Medicare portal. We have some billers overseas. Therefore, they cannot create users for themselves per Novitasphere's guidelines. Plus, they do not have the necessary information (local address, social security number, etc) to complete the set up. Does anyone know of another outlet (whether it be a platform like availity, a third party company or vendor, etc) for traditional Medicare benefits, claims, PA's, etc., that would allow me to create users for our additional billers that are located outside the US. I obviously would like it to be a secure method, Medicare approved and provide up to date benefits. Thank you
