Wiki Medicare Wellness G0439 billed with Immunizations

I am billing Wellness exam (G0439) with 90670 and G0009. Medicare will only pay on the Vaccines and not the wellness exam. I can not add a modifier 25 to the Wellness exam. What modifier is appropriate to use?

we bill it with a 25 mod on the G0439 and do not have any problems.
it is considered an E/M code.
