Midwife billing - abnormal fetal heart tones

I do the billing for midwives and OB/Gyn's that are part of a hospital. If the midwives sit with a patient for abnormal fetal heart tones for several hours then have to call in the Dr. for an emergency c-section is there anything that the midwive can use to bill for their time sitting and monitoring the patient prior to calling the Dr. in?

If anyone can help with this I would appreciate it!
