Can you bill a readmission to the hospital for wound dehiscense w/in the global period and append mod 24? Is wound infection considered a "complication of surgery" or is it considered separate?

That would be considered a complication, yes, so you probably shouldn't bill the admission. You could however bill the debridement with a -78 modifier since you obviously didn't plan for that to happen.
