Would an injection of a medium joint (20605) with Celestone 3 mg be considered a Moderate Risk? As you know one of the examples under Moderate Risk is, "Prescription drug management". Or would it be considered Low Risk?

I have a patient that received this injection of the right ankle and was also placed in a Cam Boot.

If the only thing being done is related to the joint injection, you would not also bill an E&M. There is not a separately supported service without another medically necessary reason for it.
