Moderate Sedation base unit or flat fee?

(Using E-mds ehr).
My administrator is insistent that the moderate sedation codes follow anesthesia guidelines and should have type of service "anesthesia" attached.

well when we do that it prompts us for the base unit and specific times... I believe this is incorrect. What type of service should be used with moderate sedation codes.

I believe according to our cpt training book it says they are considered a "flat fee" procedure and time is not reported separately, besides the report of course so, i have chosen to use "Medical Care"
