I have a provider who indicates that modifier -24 can be used in place of modifier -25 for Medicaid patients (prior to 8/01/11). Even though they have totally different indications. I have never heard of this in 20 plus years of coding.... Have any of you heard of anything like this? If so, can you please provide me with the resource. Thank you

No that is not true. The definition for the modifiers is set in the Federal Register and an individual payer may not change the meaning or usage of any code or modifier.
