Wiki Modifier 24 vs 25 during PO visit

Patient came in for PO visit for eye surgery but on exam new issue found on non-surgery eye and procedure required. Would both modifiers 24 and 25 be acceptable?
 
Modifier 24 is used when unrelated E&M is carried on during the post-op period. In this scenario, patient presented to get the procedure performed (the means post-op period has not started yet); hence, to me... modifier 24 is not valid in this case.
 
It is acceptable, and will also be necessary. If the service is in the global period of a previous procedure also on the same date as a new procedure, then you will need both modifiers in order to get the E&M paid. Assuming that documentation supports both modifiers, then both are appropriate.
