good morning everyone

I do billing for hospital. In a Medical primary clinic patient was seen by MD and Fundus photo was ordered for DM patients but photo was taken by PCA (non-medicine staff). Can we bill with mod 25 along with E/M (9921X Mod 25 and 92250 TC)
