I would like opinions on this: Scenario is the doc is called in for an inmpatient consult. He decides to perform a colonoscopy on the same day (OR EGD) - both of these procedures have 0 global days. Is it ok to bill the consult with a -25 modifier along with the procedure?

Yes. The initial E/M that led to the decision for a minor procedure, can be billed with mod 25.
