Do we need modifier 25 for CPT 93971 (Duplex scan) and 93308 (Echo) for ED visits (9928X)?

I would first ask, are there two procedures for the same medical problem? If they are for two different Diagnosis, then yes put the mod 25 on the e/m code only. If they are for the same condition, I would recommend adding modifier 51 to the procedure of the lower price.
