Wiki Modifier 25

I have and edit between G0463 & G0008, it's asking to add Modifier 25 to the G0463. Should I be adding a Modifier 25 to satisfy this edit?

If the documentation supports an E&M service separately identifiable from the administration of the vaccination, then a modifier 25 would be appropriate.
