Can modifier -33 be appended to an E/M code? I have found a couple coding sites that say yes, it can. But I have a new coder who is insisting it can't, that it is for use with procedure codes only. If she is correct, we need a site to verify this, as the providers will not change based on one opinion.

There is nothing saying that it cannot be appended to an E&M. the 33 is for non preventive services performed for preventive reasons. If you perform an E&M for preventive reasons you are to use the preventive E&M codes. So why are you wanting to use a regular non preventive E&M when it is performed for preventive reasons?
