Have been looking at modifier 52 in CPT book (appendix A). It states service or procedure. Have a child who came in for well visit and it was unable to be completed, am thinking of using the modifier 52. Has anyone used this modifier in this kind of instance?

CR1776, issue in 2002 I believe, states that 52 cannot be used on any E&M code.
Where can I frind the CR1776? I am new to this type of research and any help would be great.
