Wiki Modifier 52 with 19001-Patient has two

Patient has two breast cysts, the first is aspirated successfully, the second one-- an attempt is made but no aspirate obtained. Needle was inserted and gentle aspiration performed but nothing could be evacuated. Physician then opted to do dermatotomy and vacuum assisted biopsy. Can you bill the second cyst as 19001-52?
