Our provider supervised a patient dive but had to end the session before the 90 minutes were completed because the patient was experiencing "SOB and not being able to breath while in 100% oxygen."

Would we be able to bill the supervision of HBO Therapy (99183) with a modifier 53?
 
No, as the code is a "per session" code for which there is not a time element. The whole point of physician supervision is to insure the safty of the patient by allowing the physician to monitor and react. In this case your physician did react. I apears your physician has met the requirements of this code.
