Wiki Modifier 59 added to 83721 when Triglycerides are over 400 only?

Revised for 2024 Medicare NCCI edit is not showing that 83721 with modifier 59 should be separately billed with 80061 when triglycerides are 400 or above. Does that mean this rule no longer applies? Is it okay to add modifier 59 to 83721 when triglycerides are lower than 400 since it is not stated in the revised Medicare NCCI Edits?
