Wiki Modifier 59 and MPR Reduction

If I use a 59 modifier on a claim that is subject to MPR (multiple procedure reduction) does the 59 bypass the further reduction of the MPR? I was told that the AAPC discussed in July 2010...does anyone have a reference to this discussion? Thanks
 
no it does not bypass discounting. It is used to show that a second procedure is not to be bundled with another procedure as it is distinct and separate, not a component.
