Wiki Modifier 78 & 79 in ASC

Can modifiers 78 and 79 be used in an ASC setting? According to https://www.novitas-solutions.com/webcenter/portal/MedicareJL/pagebyid?contentId=00144546, it's "inappropriate usage". I'm confused as to why that would be since the definition of an OP room per CMS is "a place of service specifically equipped and staffed for the sole purpose of performing procedures. The term includes a cardiac catheterization suite, a laser suite, and an endoscopy suite. An ASC is solely for procedures. I'd love resources to support why they definitely can or cannot. Thank you!
