So, if we have a procedure room in our office, we can bill 58 OR 78 depending on if it was planned (staged) or unplanned? If I use modifier 58 does it by definition have to be staged? It also says "or related procedure". My understanding is that the definition of "return to operating room" changed in the past year to include in office procedure room or ASC.
