Wiki Modifier FR and FQ

The psychiatrist that I work for did a video visit and the payer is Medicare. Modifier 95 automatically comes over with the charge, my question is now with the new Medicare modifiers for video and phone for mental health services. Do I replace the modifier 95 with FR or do I add it as a second modifier 95,FR or just FR?
