Wiki Modifier JW in MassHealth

I received an overpayment letter from the Commonwealth of Massachusetts (MassHealth) stating that Modifier JW is not on their list of allowed modifiers, and therefore reimbursement for discarded drug amounts was not permitted. Has anyone else encountered this with MassHealth? I was under the impression that Modifier JW was in line with CMS guidelines for reporting discarded amounts of single-dose drugs.
