I have a question about about using the modifier on Preventive care. can i code the following codes this way or is it incorrect to use a 25 modifier twice, per my edit its not:

99397-25
90694
90471
99214-25

My claim is getting edits if I take the 25 off the 99397/99214 it stating i need the modifier on both. one because of the vaccine and the other because of the preventive care.
