Should I be adding modifier 51 to the closure, or no modifier is needed?

I would check with the individual payer contract. At my practice we usually do not. Maybe a few times a month I get a denial where the repair has denied as inclusive and I send it out again with the -51, but we process over 10,000 claims per month, so its really not that frequent.
