If we do a Mohs surgery with multiple layers and bill codes 17311, 17312, and closure code 13132 are the 2nd and 3rd codes paid at 50% of the allowed?

On CPT 17312 you can't use a 51 modifier, its an add on code so there shouldn't be a reduction, for CPT 13132-51 there will be a multiple surgery reduction.
