Wiki Nail avulsions with drainage

Provider is coding 10060 for drainage but also charting partial nail avulsion. My question is: Does a partial nail avulsion include drainage of the cellulitis caused by the ingrown nail? Would it be safe to code 11730 only, or should I add 11740-59 or 10060-59 to the encounter? Appreciate any guidance!
