If a patient presents with asthma exacerbation and requires a Neb in the office, can the provider assign shortness of breath to the Neb charge or would Asthma be the appropriate code? I know ICD10 says not to report signs and symptoms when a definitive diagnosis has been established but wasn't sure if it was okay to report the symptoms for the treatment codes.
