Is this the same as tendon transfer 27691? Thank you,

Agree, these are not the same thing. If it was a transfer they would have said transfer. Also, depending on where and what other procedures were done at the same time it can alter the coding choices/bundling issues with foot/ankle.
Tenotomy, Tenolysis, Transfer. All different.
That is a good article above.
These are good learning webinars: https://www.thehaugengroup.com/mark...ding-for-foot-and-ankle-procedures-on-demand/
The coding coach articles here for ortho are good too: https://karenzupko.com/resources/orthopaedics/
The AAOS public site has really good information for learning: (example) https://orthoinfo.org/en/diseases--conditions/hammer-toe/
This reference can help if you have to do a lot of foot & ankle: https://www.aapc.com/medical-coding-books/podiatry-coding-specialty-guide-book/#SamplePages
Sometimes you can find topics here too: https://www.aaos.org/quality/coding-and-reimbursement/coding-community/
