Wiki Need E/M code for ECU

I apologize if this is a ridiculous question, but this was brought to me and I dont normally handle this kind of coding. What range of E/M code would be appropriate for a patient who is in ECU (extended care unit) of the hospital? What would be the place of service? We are an outpatient facility billing for one of our patients who is in the hospital ECU. Thanks for any suggestions.
 
We have always used 99221-99223, and 99231-99233 for this scenario with pos 21. Per hospital rules the patient is discharged from the hospital then admitted to the ECU. But for purposes of billing, the patient is still "in" the hospital. We find the same thing happens when patient is transferred to or from Psych.
