Hello, need help with cpt code for Excision is cpt code 24071 or 25075 correct code do i need to use modifier?

The right forearm lipomatous 2 masses for excision. The first mass which was the distal 1 measured about 5 x 4 cm in size is a lipoma and removed

The second mass was smaller and measured about 2-1/2 to 3cm in size, removed a
 
Not enough info here for codes. Were they both subcutaneous, not going below fascia/into muscle?
And both came back from path as lipomas? Were they excised out of separate incisions?
24071 is for "upper arm or elbow area" so that wouldn't fit for forearm excisions.
If these were both forearm excisions, you'd use a 25075 -RT (for the one that was 2-1/2 to 3) and a 25071 -RT (for the one that was 5 x 4).
If they were both taken from the same incision, then it would be a single 25071 - RT.
