Wiki Need modifier assistance

i work for an outpatient radiology facility where the doctor frequently sends images to another facility to be read. we have always appended the q-6 modifier however we have been notified by cms that we shouyld only append that modifier when a true "locum tenum" is in the facility. should we credential the other dr's or is there another modifier we should be using? i have searched and searched and still am at a loss....
 
Why are you billing for the other facility? Are these second opinions?

I would think if you are doing the film and they are reading, you would only bill the technical component and they would bill the professional component.

Then I would think you need to credential the other providers under your tax id# and bill the global fee under them, no modifiers would be necessary.
