New code 31574 question

My doctor is absolutely convinced that when you bill 31574 in an office setting, the cost of the Restylane is included. We have gone round and around about this. I have researched both online and with our compliance department. Has anyone heard anything about this? He has not told me where he is getting his information. I'm afraid we are going to lose quite a bit of revenue if this goes on much longer.
 
Here is the RVU breakdown. Professional includes a line for Voice Augmentation Gel, I'm assuming that is the Restylane
