If a pt is considered new due to the years rule, are their existing conditions they in the past years also considered new? Example: Patient had cataract H25.13 during last appointment that the "change" was stable in 2020. Pt returns in 2024 still has the same cataract dx H25.13 but would the change be considered new or stable?
