We had a patient present for a flu shot last flu season but did not see a provider. They are now coming in for a visit but have never been seen by a provider in our office. Can we still bill for a new patient visit?

I agree that it should be a new patient since there wasn't any face-to-face time with a provider. So concept goes for lab only services.
