I have an internal medicine group that has physicians that see clinic patients only and then another set that act as hospitalists only. The question they are posing is; if the patient is seen as an inpatient by the hospitalist and then comes to the clinic to see the clinic provider, can the clinic visit be billed as a new patient code? Please keep in mind the providers are all under the same tax ID.

No, they are established patients since they are seen by providers of the same specialty and subspecialty within the same group.
