Wiki New Problem to Examiner: Additional Workup

We have surgeons from multiple specialties. One surgeon stated that if they see a patient in the office and decide to give them a steroid injection; that is not considered additional workup. Then our Coders started a discussion about what "additional workup" entails. Primarily, our question is: does scheduling the patient for surgery at a facility equal additional workup for a patient seen in clinic?
