I have a patient that was seen on 06/30/2009 and was just seen on 06/30/2012, exactly 3 years.....would this be billed as New Pt or Est Pt ? PLEASE HELP !! I think Est Pt - office manger thinks New Pt....who is right ?

count the days, most payers go by number of days , 365 is a year so 1095 is three years if this visit is on the 1095th day then it is estblished, if it is the 1096th it is new.
